The Head Start Higher Education Partnerships program was created to expand professional development opportunities for Head Start staff and parents. Launched in 1997, the program initially provided grants to Historically Black Colleges and Universities (HBCUs). Over the years, the program has expanded to include Tribally Controlled Land Grant Colleges and Universities (TCUs) and Hispanic Latino Service Institutions (HSI).
